im a lvl 24 and i all i have for SKILLs are all of my weapon @ 22 and my fire @ 22... is this baD? and why so

it's not bad. you have a 2 gap which means you get decent exp and little sp. If you want to get more sp... it is pretty bad. Build your gap by leaving those masteries at 22 and raising your combat level.
