De-Leveling Scroll?

I heard theres a De-Leveling Scroll. How much is it and where can I get it? I want to get my bicheon back to level 0 from level 11

you can buy deleveling scrolls from the item mall.
they give you 100% sp back from your invested
points.
you can also do a delevel quest. see the details
of this quest in your pm. the quest gives you back
80%of your invested points

Ya apparently there is a level 20 quest that gives u unlimited delevel scrolls

not completely right. the 20 quest you will get cursed hearts
from mobs which you can let the herbalist make delevel pots
of (10 hearts = 1 pot). they give back 80% of your invested
sp while the scrolls bought in the mall give you 100% back

28 silk means 28 real dollars? so if i want to delevel bicheon level 11 to level 0. i will onyl delevel 80% of that for 400k!!?!?!? =o

So.
Silk sells in this amount
$5 - 50 silk
$10 - 100 silk
$20 - 200 silk
$30 - 300 silk
and so on.

wait a minute, where does this quest start?
i checked both the iSRO website and the quest guide here but neither of them mentions a lvl 20 quest that deals with cursed hearts...

when you turn lvl 20 talk to herbalist in jangan, dw or hotan. they will give you the quest

If you were level 20 or higher, you can get the quest from any herbalist (guy that sells potions). For the quest, you will be told to collect curst hearts. Every 10 curst hearts can be made into a skill reallocation potion when you talk to an herbalist. Each potion can remove one level of a skill or mastery. The hearts drop randomly from any monster that you kill. You get 80% of your sp back from those skills.
If you are a really high level or just don't want to go through the quest, you can get that scroll from the item mall. I believe you can reset 5 skills/masteries per set of scrolls you buy. Each silk is equivalent to $.10 (USD). These scrolls give you 100% of you sp back.
