What does Attack rating ?

I've been told attack speed, is it true ?

(Would make sense with SRO's translation being so bad once again.. "Attack Rate")

If someone could enlight me on this!!

Attack rating = your chance of hitting your highest damage.

So, the higher your attack rating, the greater chance you have of hitting max damage.
