SOME1 PLZ HELP NOW!!!

im tired of this stupid error message i keep getting. it says "The server is under examination or it is out of time" or soemthing like that. I reinstalled the game 5 times, and redownloaded it twice. it still gives me the same ****ing error message. HELP NOW!!!!
