Voting a new leader in?

We are getting ready to vote a new leader in, but when I click on the sentence to vote for a new leader....it tells me that elections cannot be called during this period. Has anyone had this happen or can someone tell me where to go to read up on this? Our Guild Master is gone and we would like not to lose the guild....HELP? :banghead:
