Armor,protector,garment Question

when I wear protector im 10% faster,and when im wearing garment im 20% faster,
but does that means only +10%/+20% mowing speed or mowing speed and attack rating
(escuze my spelling)

Everyone attacks at the same speed, there is nothing that can change that.
Garment and protector increase moving speed, but only if you have a complete set.

and it also reduces ur mp pot consumption by the same amount (10% prot, 20% garms)

Attack rating doesn't increase attacking speed. So no, it doesn't increase your attack rating, it doesn't increase your attacking speed either.
Just as a side note, apart from grammar errors the only spelling mistake you made was when you said, excuse my spelling.
If english isn't your first language, may I suggest downloading firefox 2, which has an auto correct feature, so if words are spelt incorrectly then they are underlined in red as you type, and it should help you with your spelling
