Starting a union

I started my own guild awhile ago and it gonna be lvl 4 soon. I want to know how to start a union. Do you just find a guildmaster and invite, is it that easy? Please excuse the noobish sounding question folks. Thank you in advance.

Click on a guild master>Community>Guild Rel> Apply
