tablet of masters (durability)

I have tried and tried and tried...but i cannot get this stone to work for me. Is it normal for it to have such an unusually low chance of working.

its just bad luck, keep trying it will work

I used about 30-40 master stones on my 57 chestpiece. I was about to give up when the last one dropped it from 60%-20% and i said WTF..ok...1 more stone and THATS IT.
