ok i looked everywhere but still need to ask this.

ok i got that pot tat i can get rid of a skill and i can't seem to get it to activate at all so idk.

i didnt get it but i think ur talking about a passive skill ? cose u cant activat them they just give u a bnuse in somethings.

I guess people that can't write, can't read either. He's talking about the skill downgrade potion (resusetation potion?).
TO OP, you need to be at a potions merchant, and use the "skill editing" option to downgrade a skill.

Assuming you're talking about the resuscitation potion quest, check the following.
1. If you have acquired the second book of the skill, you cannot downgrade the first book until the second book has been asimilated (there a few exceptions, but that is irrelevant)
2. You have sufficient money in your inventory to pay the specified amount for the delevel.
Other than that, I have absolutely no idea.
