What lvl do you have to be start a guild?

Do I have to wait till lv 20 to start my own guild? I have another acc and I want to know how long I have to wait. The other acc is lv 13 and farming.

lvl 20 yes, why dun u just let someone else make it, pay him 1mil and let him make u leader

Because I just started on Rome and I usually play on Babel and I don't know anyone. Just don't wanna get scammed. That would put a damper on my new character. Thanks for the info though. Much appreciated.
