Noob question about red flag

Can red flag be bought from NPC shop?(never seen one in Jangan) How much? (Someone told me is 1 mil but I am not sure) If it can be bought, from which city? And which NPC?

Yeap, from the trade shop in Hotan. Same goes for the hunter guild in Hotan as well. Thief town is the only place that sells both 10k and 1M, but that's only logical
Don't buy it from NPC though, you should be able to get one for 500k or so from event.
