Guild Question

How can a Guild Master give a member Vice Guild Master status? What are the steps?
The guild member needs to open the guild screen in game "U" and then
change said members authority with in the guild to grant him the ability
to make/take certain actions (suhc as adding and deleteing members)
But theres no accutal "Vice Guild Master" statas to speak of.
