union help

I'm having problems adding a guild into union, I tried left clickign on the guild leader and click on apply even holding shift and click on apply but it doesn't work. I also told him to click on me and apply but it doesn't work, we have 2 more spaces for guilds so that's not the problem, does anyone now what to do? Much appreciated, thanks..

the only option is that his guild isnt lvl 2 otherwise WTF O.o

lol..the guild is lvl 2 they joined and left our union, but I can't add them again and I know theres no waiting period cause after ROT *bryan * left our union to join our guild he joined straight back after it doesn't make sence, i'm kinda confused and baffled...lol...
