Does the murderer lvl determines the rate of item dropped by murderer and the amount of exp/sp lost?

no..the murder lv determins how long the person is "red" for....

basicly if you kill a lot of peopel and get a high murder lv then you will
have to be killed a lot of times...or kill a lot of mobs.
