Silkroad Online Forums

Hi, my friend moved from the netherlands to vietnam, and he wants to play silkroad, now my question is:

-Can he play silkroad in Vietnam?
-Has Vietnam his own SRO servers, or can't the Viet people play at all?
-So if Vietnam has his own servers and own client, where can he download it? and is the client in English to, cause he cant speak Vietnamese

dunno where to download it tho, and I'm sure it is vietnamese and not english
