Say for example i was to delevel a skill.
sry confusing, i'll rephrase myself
1st. I level the sword 3 chain to 9
2nd. I level the sword 4 & 5 chain to 1
3rd. I delevel the 3 chain back to 0
now that the 4 and 5 are at 1.... and the 3 is at 0.
can i still lvl up the 4 and 5? or do i need the 3 to be maxed in order to power up the 4 and 5.

You cannot delevel the 3 chain before the 4/5 chain.
