Lvl 21 Quest Help

Well I'm lvl 21 and I was supposed to go to Leegak and Buddist Priest Hyeon correct? Well neither one of them give me any quests, any reasons as to why?
There are 2 priest in Donwhang if i am not wrong. Just try them both.
As for the leegak, finish the lvl 19 quest first
