I got a few questions regarding to this:
1. I heard it is not safe at all and people are getting hacked because of it. Is it true? Why?
2. Ok first what do i do with it? What programs and computer parts i need?
3. How do you ensure that you're safe when you download the program?
I think that's all i just want to ask

I have no idea how using TS could be related to getting hacked in sro. Probably pure nonsense.
All you need is a soundcard and a headset. You can download the TS client on
http://www.goteamspeak.com/
After you've installed/configured it, all you need is a TS server to connect on. There are plenty of public server available (you'll find a list in the client itself).
On a side note, you're always welcome to use my TS server. Just pm me if you're interested. I can setup a separate channel for your guild if you like.

Your confusing vent with bots.
Bots = unsafe.
Vent = safe.
I prefer ventrilo because it appears on the taskbar. That and its what my guild uses.

I recall someone mentioning that the personb hosting the Teamspeak account can see the members IP addresses. Though this may lead to some hacking as long as you have a halfway decent Firewall (TPF FTW!) you can prevent it.

Anyone with admin rights can indeed see everyones ip adress, but last time I checked that never hurt anyone

Go with vent, much better codec then TS (better, clearer sound)
And the only way to get hacked is if the hoster is a good hacker and hacks thru your firewall into your comp, since he can see your ip. But it's not very likely.
