How do pluses (+___) benefit a character?

I'm not sure how the pluses on equipments and weapons benefit you, especially when the stats on it are similar to an item of the same lvl (but without the pluses).

Like +3, +5 and such weps?
They add more mag and phys dmg. So you hurt harder!

i think what it is is that it increases the lvl of the item like a +3 lvl 21 shield would be around the same for a +0 lvl 24 shield or something like that
