Stun probability question

The 3rd book of soul spear soul, the person will hit the opponent 2 times and have a chance to stun the opponent at 30%. Ok what i don't understand is, do the user have 2 chances of stunning the opponent at 30% EACH due to the fact that he hits 2 times?

In other words, he has a chance of 60% to stun the opponent, correct?

yes but no.
you get to stun them w/ 30% chance EACH blow
but that doesn't mean 60% chance.
