Today it was kinda weird, my lvl 16 char couldnt recall with a beginner return scroll, when i tried, it said "requested order denied" or somethimg. i was standing in stronghold, but i hadn't been fighting for at least a half minute or even got shot at. deactivated my wolf and squirrel and everything.

what was going on, anyone know?

Check your quests. Some don't let you use a scroll if they are delivery quests.
