Im so confused please help

I have looked though the forums and i was just wondering if you were able to delevel your sp in your skill tree untill 0, i only have an 8 in mastery, if so how do you do it? 
2 ways:
1. get to level 20 and do the curse hearts quest. 10 cursed hearts = 1 potion to delevel your mastery (skills or level).
2. buy the potions from the Item mall. I don' t know what it's call though. Look it up.
