Quick question on blue stats

Noob question.

What does the (+%) mean?

For example. Let's say it says Critical 9 (+66%). Does that mean it's a critical 9 or does it mean 66% more of that?

means its +66% better than the base version of the weapon - base weapon = bought off blacksmiths
