Alchemy question: reset values according to level or degree?

Hi, just wondering, if I used a tablet which resets physical attack power of a weapon, does it base its new value on the lvl of the weapon or the degree? Cuz I got a lvl 10 bow with crit 10, and I'd love to reset its attack power to something along the lines of a lvl 13 or 15 bow if i could.

I believe the answer you are looking for is: Neither.

the reset is completely at random. When you use a tablet that says "resets _____ value" (and if it doesn't fail, which it will, about a million times), it will literally reset the value, from 0% to 100%. Most of the time it will fall somewhere below 50%. It is simply a hit and miss type of thing. If you want around the same physical attack power as a lvl 13 bow, the easiest thing to do is jut plus it 3 times with weapon elixers, and it'll be pretty much a lvl 13 bow. However, at lvl 10, you'll move beyond that degree of weapon so quickly its almost pointless to collect elements to do alchemy. Just gind and get to 24, from that point on, it might actually be worth it do some alchemy.
