pk question

in the guide it says you cant be pked or you cant pk until after level 20, but i saw a level 13 being attacked..so what exactly are the pk rules?
Maybe they had a cape? You're pretty vague..
If you're below 20 You can't pk WITHOUT cape
If you're ABOVE 20, You can pk WITH cape,
If you're above 10 you can equip a cape and pk other people with a cape
