Does anyone have any evidence if the % from masteries actually works?

If it does, does it effect phisical attack, magic attack, or both.

I'm curious b/c I'm making a spear nuker but I don't want to touch the spear skill tree if it has nothing to do with my damage, thanks.

Regardless of it affecting your damage you should touch it because of the spear HP increase every 10 levels

the attack power only improves the phsyical attacks with the weapon that matches the mastery tree.
All three weapon trees have no options to improve nuke damage.
(They offer hp increase, ability to knockdown/stun, increased blockrate - all maybe usefull to nukers but no damage increase.)

thanks, anyone know how much hp the passive gives maxed then?

As already stated: it affects physical attack only. It's actually directly visible if you look at your character's stats while you increase your weapon skill. If your weapon is equipped, you will actually see the physical damage of your character increase.
