Blue stats question

What does it mean when there is Hp 70 Increase (+60%) for example? Does it mean that it will increase your HP that much when you equip it?

I don't know because the item I want to buy has this stat but it is in a stall right now.

Yes, it means that your HP increases by that amount :P
