Item Gender change (whatever it is called) changes gender of an item depending on degree , like the 3D or less item gender change scroll , and other more expensive scrolls that change 6D,9D,12D or less .
Since Avatars and flags don't have a degree , there isn't a way you can change them .

He is talking about changing the avatar , not his character .
Over that : if he change his character , he will have to buy new gear as a male can't wear female gear (vice versa) .

If he REALLY wants the avatar, change character gender, change gear gender, voila.
