There isn't one in downhbog (yet?).
The consigment traders are only at Hotan , Jangan , Conistintapole .

They are none in Donwhang and Samarkand. But is there one in Alexandria as well?

None in Alexandria , just use your map and look at Alexandria if you are not enough level to enter it .

There is a new NPC near south gate of DW. as you enter south gate, there is an NPC to the left, i dont know who it is check it out

There are alot of unusable Npc at the game or are just used in a quest , I don't think that one is any different and it must be an old one though ( or the new trader , smuggler Npc ) .
