i found slave watchers in hotan at the ways out of hotan
it's very near the place that i spawn when i got killed so it's easy to use it to dlvl
but i dont know what is that is it something to catch botters? so they will tought i'm botting like the statues of justice.?

what i'm trying to say is slave watchers are something to catch bots like statues of justice?
or it's regular mobs and safe to get killed by them?

No worry , they are regular annoying quest mobs (level 85 mobs )with ranged attack that will happilly kill you when you pass near them ( until you get to a high level but it still gets tricky to kill 3-4 of them without +9D ) ,and it gets summoned by players using a quest .

Its a bug used by players, so no it has nothing to do w/ JM (other than their stupidness for allowing the bug)
