I heard you can get free sp scrolls by talking to So-Ok at a certain time. what time silkroad time?

does the only 1 provision mean that only 1 char can take it in the server ?
and i got 3 moving speed scrools ,didn't know what event they were for so i took them anyway but on my noop char. i was exploring with it and returned some HAPPY event and saw new option in the so-ok menu .

I got all reward, you have to stop playing for 3 months, then you get all the rewards, to use in like 1 month or something, and i remember it was 5 sp scrolls, i got like 30k sp
