I think they are part of the development of the game, meaning they were involved in creating and managing it.

I get payed 14$ per hour in a park to set up a table and a couple of chairs, then I am free to do what I want until the meeting is over... do my homework watch movies e.t.c that is what I call getting payed to do nothing (well homework)

I doubt they do nothing.. Unless you have a legitimate source that proves otherwise. Being logged in as a GM in the game is a very small part of what they actually do.
