By using ADV Elixers does it only increase the chance for success or does it also increase the states when successful?

Yes item can only use 1 advance elixir. So decide if you want to use a +1 adv (A) or if you want a +2 (B). You can only use it one time on an item.

Ex) +7 bow, you can now choose if you want a +8 or +9. Once you use it, you can't use another one. If you use a B elixir and get it to +9, and you decide I want +10, you can still try with a normal elixir, but if you fail, it will go back to +2.

If it has a B elixir on it yes. My friend did that, bought a nova +7 blade with B elixir used so it was +9. He tried +10 3 times before he got it. Each time he had imm and astral so it went to 6 when it failed.
