No. Look at these estimates.

Lvl 8 SoM (+10) = lvl 18
Lvl 16 SoS (+5) = lvl 21

I realize that the +5/+10 are estimates. But, regardless of my possibly being off 1 or 2 the 8 lvl difference wont be made up for. However I would not feel bad about playing the lvl8 SoM until getting a lvl 21 bow.

a SOM +5 level 8 bow will be almost as good as a SOS +3 bow so both could be very useful for farming.

Seal of Star = +5 lvl
Seal of Moon = +8 lvl
Seal of Sun = +16 lvl
This means that an lvl 8 som=lvl 16, and a lvl 16 sos= lvl 21......In this case, the sos is much more powerfull.,...

Seal of Sun is +15, Someone posted a picture of a SoSun level 1 blade against an NPC level 16 blade, and the Seal of Sun was just a bit better because of the percentages.
So Seal of Moon = +10.
