Is it true if you your guild is lvl 3 or higher you can teleport people to Alexandria under 95?

need a lvl 5 guild but yes u can teleport then with the help of a guild scroll the guild master must buy and activate

well im pretty sure it costs some GP and some money, but dont know exactly
