Does the hit ratio or the attack rating effect on wizards , or is it only for melee type ?

i believe the only stat that doesn't apply to wiz/bard/cleric/warlock is crit

As you can see in your character screen (when you hit 'C' ingame) you have a minimum and maximum mag damage. Having a high hit ratio will increase your chance of hitting towards the max dmg so yes it does affect wizards.
