yes it does all of the above, apparently because whatever effects it is supposed to have, have yet to be implemented.

its ment to be the status effect you get if you get the effect from lightning imbue..the parry decrease...

actualy its halves potion regen for mana pots
.... it pains me to awncer this question atleast once a month wile there are still people that say it has to do with PARRY. just couse it makes you yellow .. sigh..
