damage next to %

When you look at a skill there a damage next to the percent.
For example Soul cut Blade lvl 1 of the Bicheon class.
it says phy. atk. pwr. 31-37(113%)
is this damage (31-37) added on to your normal physical damage that you get from your sword?
sorry if its hard to understand =p

the higher the % is, the higher your damage will be. And yes I think you are right.

Also, I've heard that skill with a lower percentage cast faster, I'm not sure about this so if someone can prove me wrong/right that would be great

Before the euro update lower % skills were faster, but now it has nothing to do with attack speed unfortunately. I guess some guys started baww'ing about how daredevil would take like 10 seconds to cast, and JM removed it.

So it only counts for china? Or doesn't it count for both races? :p

Percents in skill description have nothing to do with amount of time thats required to do a skill.
Logically, the stronger skill (higher %) needs more time to execute, so they keep the balance.
The percent means how much the skill is stronger than normal attack (double click).
Meaning - If you hit with normal double-click attack 1500, and you use a skill (400%), you will hit for 6000.

i wouldnt exactly say they take more time to cast but lower % skills usually hit more than once.

both numbers affect the damage, the percentage more than the absolute number tho.
I actually think the number does a + to the damage
whilst the % makes a *, so 300% is *3
