PK2 Editing Question

Does anybody know of a tool for .bsr->.DDS changing? Not DDJ->DDS >_< I don't want to change the Icons of stuff, I want to change its actual look. I know its possible, I've seen it done before. Maybe theres an additional plugin for photoshop to open bsr's?
