Help Getting DC at character selection screen?

After i updated csro to v1.140 i always get DC at the character selection screen. some one please help me. im using an vista laptop :(

Maybe it's some english media.pk2-update issue, look for some updated english media.pk2 and replace it.

My csro is not in english it's in chinese
