my build is gonna be bicheon 100 fire 100 so my questions are this is my first Chinese character what buffs do i get for lightning and why is it more important to have lightning at 80 and ice at 20 instead of ice 80 and lightning 20 i want the best build for pvp =]

80 ice is better for pvp. The reason people get level 20 ice is for the snow shield. Because as a pure str any higher level of a snow shield will drain your mp a lot.

So if you go 80 ice, *which if you were going to do that 20 light is useless so go 100 ice* then don't raise snow shield to high or you'll run into mp problems down the road. ON the upside you'll have loads of phy def with the ice buff and passive.
