can u make a union with a lv 2 guild are do we need lv 5 first?
lvl 2 is all you need
have to be lvl 5 to make a union emblem

You need to be level 5 to set your guild be the Union leader and invite other guilds in.
The guild that you invite in has to be at least level 2.

It's the inviting guild master that is union master and you can take in other guilds in union starting from level 2 guild.
But I see that you are vsro perhaps it's different from isro.
