teleport doesn't work

Hey you all, i am cleric and a roque but there is one problem, i can't use the teleport to samakaran and to the place where i died.
What could be the problem?

Do you have an active quest going that doesn't allow teleportation until it's completed?

also you may have advance to lvl 20
at lvl 20 you can no longer use that option for teleport
even if you dlvl yourself lower
