Some ONE plz help me ..... about the quest

I m LVL 20 now ... and i just found out the quest to get the gendertrans scroll......from black smith ... i cant take it now ... i duno y ...... n my friend couldnt take it too take it too ... i went to black smith .. but didnt have the STARTCONVERSATION right there ... can anyone help me about this plzz??? thank you guyz so much

I believe this is why:
You first have to do the level 1 Tutorial Quest.
Immediately after finishing the quest, you have another one from Blacksmith Chulsan. This one requires you to talk to a soldier at the east gate of Jangan.
I'm pretty sure the reason you can't do the quest for the transgender scroll is because you didn't do the Tutorial Quest.
Somebody please correct me if I'm way off.

Although it doesn't SAY that it is a linked quest it is. You must finish the earlier bandit quests. I couldn't get this quest until I finished the operational maps and/or kill 50 subordinates quest. Not sure which one it was but couldn't get quest - finish both of these and got quest no prob.
