he's in the black robber den. Top right corner on map (black robber den is split into four corners really, look at the roads).

at level 20 i got quest guide (that scroll thing wich show new quest every level) and there was Speciality trader Seopok. Trader only (I am a Trader)

Then he probably is in Bandit Stronghold.

He is located in the den, north of the big building in the middle. He stands in front of one of the buildings.
