Depends what level you are starting at. If at level 70 you can start power-leveling at Wing Tribe Chasers/Attackers. Though there are more efficient places such as Antelopes/Antinokes
Level 60 you can start at Niya Snipers, or Black Eagles, or Fire Mask.

Try to powerlevel at lower stages in game because at the highest levels you have to compete with all the bots and the fact that you don't have lots of mobs.

Maybe somewhere in the cave is good for lvl 60 plvl as well, you can sit safe in the hallways and passages.

You can get safe plvl at cave while you sit near the rock and the plvler is at the nachals.

There are spots in the game with no monster spawning. Good spots are often close to a ravine or mountain range.

In the caves you can sit in a corridor, no spawning there but sometimes a mob is dragged in by a passing player.

You can also go for levelling on non aggressive monsters.

Most players selling levelling know good spots.

Don't forget on rok mountain, nobody will attack you when you are at the peak

lvl 50 cave. lvl 55 cave. lvl 60 cave. lvl 65 nachals at cave still probably
66 snipers. 70 mage. 73 wing tribes. 75 antinokes. 79 chasers stay there till done or rockys at like 81

Yes, caves are great for that if there are taxis.
