NEED HELP CANT SUMMON WOLF??

"under free battle situation, growth pets can not be summoned"
thats what it says when i try to summon my lvl 15 wolf on my lvl 22 wiz/bard..???
any one help?

1: Stop fighting for 20 seconds
2: Do you have a cape on?
3: Can't summon them while sitting
