Trader vs thief question

okay some theif name are in red because they do a good job. can they attack 1 star trade assuming the trader is like lvl 30? yes or no? they freak me out bc i'm unsure regarding this.

if u are under level 40 and doing a 1 star trade no player thieves can attack you
both these requisites must be met
For example: a level 39 doing a 2 star can be attacked just as a 41 doing a 1 star can by player thieves
