lvl difference

must there be a difference in the lvls of party members?
or a lvl 1 can be in a party with a lvl 80? 0.0'

no level difference unless the party master sets 1
eg level 85-90 demon shaitan party
then ud have to be those levels but for the most part its usually level 1-90
