Is this accurate to Silkroad Online? If so then 13:00-17:00 would mean Midnight to 4 am EST yes?

SRO time is GMT+9, and EST+14. So its 2300 (or 11pm) to 0300 your time. (I'm not sure about daylight savings where you are at)
